No, I think Objective-C compilers (and maybe IDEs?) exist for Windows, but Xcode is MAC only. For windows, I'd suggest something from Visual Studio. I'm a pretty hardcore C++ fan, but for Visual Studio, C# would probably be the way to go. Visual BASIC I've heard is better for beginners, though.
