I do 0.5 and it still works amazing, needs to be really dark though, use ND filter for brighter environments

I recently purchase s23 ultra over s24 ultra because I read here it has few issues like in it's display and all so I decided to purchase s23 ultra instead, I have a question does s23 ultra has image stabilization? I tried to click a picture of a moving fan at it's full speed and it comes out like moving, I have a very old nokia n8 it has optical image stabilization, when I click picture from that of a moving fan it comes out like fan is off (still) I am shocked to see that a flagship phone like s23 ultra couldn't capture moving object like my very old nokia n8! If there is some setting I need to turn on pls let me know.
