The mode you choose depends on the way you pan:
If you use a tripod it isn't super important to use image stabilization but when shooting handheld mode 2 helps because it stabilizes vertical movements but not the horizontal movement.

Okay, so, basically, when it comes to panning shots, the first thing to do is to set shutterspeed to 1/30, that's the sweet spot, second, to capture the subject perfectly, you've to basically match your panning speed to that of the car, if that makes sense, rest DOES NOT matter. You don't need fancy lenses, cameras. My setting is 1/30, iso 100, change aperture depending upon the light, I'd prefer a high f stop number.

It is like the age old question "IS on tripod or not"

(I use a R8 + EF 100-400mm 4.5-5.6L IS USM II)

From my wildlife experience, it depends mainly on your shutter speed.

IS helps at lower shutter speed (either for artistic effect like blur around the vehicle or really low light for wildlife) but IS doesn't matter at high shutter speeds. I do very little astrophotography on tripod, I leave my IS on and I never had sharpness issue. 🤷‍♂️

95% of the time I'm on mode 1(general purpose) et when I expect flying birds, I use mode 2(paning mode). I can't say overall if Mode 2 is really better over Mode 1 in the field.

The variantion of good vs bad pictures could be as simple as wrong camera setting or my handling of the camera itself during the shooting 🤷‍♂️

I always leave it on number one at 60th or lower with a VND and turn with my hips with my elbows tucked and braced. they almost come out perfect every time.

I guess 1? Because my cam and lens doesn't have stabilisation and I pan just fine... But maybe the lens which has stabilisation is better? I kinda hope you would explain as well
