It is divine declaration given to sinners despite their sin, but it's also a declaration of their moral status. This is clear with Abraham. God said Abraham's trust in His promise was righteous. Trusting God, believing Him, was a righteous thing to do. God considers faith righteous, He evaluates the ethical quality of faith, and deems it righteous. That's the only righteous thing sinful humans can do: trust in God. And our works, even if they were good, are worthless to God, who needs nothing from us, and to whom we can give nothing that He himself has not given to us. He isn't interested in works. His only interest is that we enjoy Him forever. And that's why faith justifies. Because it's a yes to God. It's the only justice humans have.
