So basically 10 percent water to cement ratio. I understand metric measurements, it would be 1 litre water per 10 kilogram of concrete powder.

If I am mixing cement by the shovel and I mix 3, 2, 1 rock sand cement how may ounces of water is correct

For me I found it took too long to mix all the powder out being this thick. I made mine a little wetter to go faster. Reduces strength but should be ok for little jobs.

not one thing you said was helpful. Look at the other videos. Example: chop the bottom of the bag off and empty it by pulling up on the top. Who can lift an 80 lb bag like you did in your video!
