I think it was smart of Hoyo to buff Qingyi. A lot of people planned on passing her up because she initially didn't offer enough to be an "upgrade" to Anby. In my case, I was already set on pulling for her since my account needed another Stun unit to build my 2nd team, which coincidentally has Grace and Rina... so Qingyi replacing my Anby as primary stunner for my Zhu Yuan and Nicole, while moving Anby over to my Grace and Rina team seemed like the optimal route to go with. All this buff to Qingyi did was to just add more value to my decision of going after her.

I already got Grace's Wengine but I don't have any anomaly unit yet.. So.. I was planning to try pulling for Jane Doe.. But now.. Qingyi might be a must pull for my Acc since I only have Anby as my Stunner at.
