1. Beauracracy is pretty much everywhere. 2. Italians shouldn't have to speak another person's language while in their own country. If you go to any country, you should at least learn the basics. I'm studying Italian and it isn't difficult. 3. Low salary depends on various factors. I don't see any of these as negatives.
