The negative exponent rule states when you have a negative exponent with a fraction you move the base to the other side of the fraction.
Often you will see a negative exponent outside of parenthesis. When you see this you switch what is inside the parenthesis.

Um….hello…..you multiply the exponents in this case, not add……….in the last example if you were adding you would end up with b^3. You’re getting the right answers just with the wrong reasoning. If you had something other than 2 to the power of 2 you would get the wrong answer because it just so happens that 2+2=2*2.
