You don't appear to do any config with Cloudbase-Init in the template. Are you using it purely to get through the OOBE prompts to save using Customization Specs? We were using Cloudbase-Init, but are trying to move to Salt and remove Cloudbase-Init from the image for simplicity. The problem is we now hang on OOBE prompts for language.
