Britain did not only promise land to Israel, they also promise lands for lots of Arab countries today such as Saudi Arabia, Iraq, Lebanon, including Israel. So Israel actually qualified for a land in the Middle East, on top of that, they also bought lands there. Back then even many Arab Countries were not formed yet, they were still revolting to Ottoman Empire, even from 1948 to 1967, Gaza was under Egypt and West Bank under Jordan, there's never Palestine.
