Stamped steel with a zinc coating, so yes you need to strip off the zinc coat before the solder will adhere, because of the coat of tough zinc oxide on the top surface. Plenty of times doing that on Ford light clusters, replacing the corroding steel traces. For the next one a nice thin coat of silicone grease works well on all those surfaces, keeping them, and the contact areas, from corroding.

just don't install the holder backwards... otherwise bad things will happen.

If you get the generic holders they normally come with a short length of wire, and no side contacts, and thus you replace the entire set of wires with a short new loom, and a new plug and socket on the car.
