yes Dexter definitely is compulsive, however this particular activity requires precision and makes perfect sense to be compulsive about

I feel Lundy sensed something, even with Harry in his younger days, the Trinity Killer when he bumped into him, and for sure Dexter.

You can see Dexters OCD in the way he sets up his equipment. Lundy notates this and later says the killer is “compulsive”, and a few other traits.

I personally thought Frank always knew Dexter was the Bay harbor butcher. He was just one of those people that knew that the world needs monsters like Dexter to tip the balance between good and evil to make it where good have a fighting chance. Remember when Frank was investigated Trinity he was constantly asking Deborah about his insight on Trinity. It's just like James james understood Dexter but he didn't like the fact that Dexter kept trophies. Remember when James was in the cage he told Dexter I understand why you do what you do but keeping trophies is just sick.
