Raking is almost a waste of time, you're just increasing pain tolerance artificially, and that's something that comes naturally with time. Spend that time doing hip flexor/abductor training, if you want huge value.

You never need to hit your shins with a stick all you have to do to get your shins really built up is kick a heavy bag over and over and over. 500 kicks each leg regularly and your shins will be just fine.

I conditioned my shins by accident. I have a few mental illnesses and one thing that calmed my youth was to gently tap my shins with bottles, sticks, metal rods, etc for hours while thinking and listening to audiobooks.
Over time I noticed that I could hit them harder and harder and that my bones had deformed. I don't do any combat sport, but I will still hit my shins from time to time and remember the good old days

Don't destroy your shins by rolling anything onto it. All it does is damage your nerves so you don't feel pain, but doesn't thicken your shins. It very dangerous because you may hit hard thinking your shins are okay, but you're just damaging them

Something people don’t think about enough is sparring a lot even with shinies on will definitely work too especially if your checking a lot of powerful leg kicks

As a martial artist, kicking the heavy bag or any hard object until heavy bruising should be enough, you just need small, very very small shin fractures and then take atleast 2-4 week break from conditioning the shin, so your shin can heal
