I think their relationship arc was done to perfection imo. Just enough hints throughout the first 2 seasons to let us know that their are sparks beyond the typical friendship without interfering with the overall scope of the story. Things heat up during the final season culminating in the final kiss.

For the people who say that Katara hardly reciprocated her feelings toward Aang, I think the structure of the final scene does an excellent job of showing she is ready to take the next step. She is the one who approaches Aang on the balcony and she is the one who reaches in for the kiss. Had she been completely head over heels for him before, the kiss wouldn't nearly as impactful.
