Is there a difference between the AppleID you use, VS the MacBook’s computer Account (the account you see when you first open your computer)

If I do this do I have to redownload the apps previously purchased or just repurchase them?
I want to move one of my macs to my own account. (It's currently on my dad's)

Do you lose all the data stored in your Mac or not? (Like the apps and the photos and screenshots stored on your Mac)
