In between is best. Speak politely, say what the problem is, and ask for a new room or maintenance right away. For heavens sake, do NOT apologize for bringing up a legitimate complaint!

Instead of saying sorry to bother you, I always start with “I was hoping you could help me out”, this works on the phone as well. People seem to react differently when I tell them about issues I have versus saying “sorry” or being an asshole

Option 2 is for when you are going to complain about the air conditioning for the first time, but after seeing that they don't help you, you use option 1

Here in the uk the 2nd option is used more because there’s no need to be rude to the staff when it’s not their fault and British people are generally more polite and feel more apologetic because you’re causing the staff to have to deal with a problem so you feel like it’s your fault

Option 1 can sometimes get the point across a bit quicker but can also cause more problems because the staff could then be rude back and make it much more difficult to get the problem sorted

So it’s always easier to start with option 2 then if nothing is done then you go to option 1

Or just something in between like: “Hi, the AC in my room is broken and it's really hot in there. Could you please move me to another room?”. Because it's unpredictable when they're going to be able to fix the issue in your room and you deserve to be comfortable and have AC if that's what you paid for. If they tell you they can have it fixed in a certain timeframe and you're okay with that, that's fine too, but don't apologise for POLITELY informing them of an issue!
