The Big Picture - PoK & Aksai Chin: India's Options

Union home minister Amit Shah on Tuesday asserted in Lok Sabha that Pakistan occupied Kashmir (PoK) and Aksai Chin are part of Jammu and Kashmir and that Kashmir Valley is an integral part of the country. Moving a resolution for abrogating some provisions of Article 370 and the Jammu and Kashmir Reorganisation Bill 2019, the home minister said there has been a long-standing demand for giving Union Territory status to Ladakh which was fulfilled by the Narendra Modi government. Dismissing opposition's charge that introduction of the bill and the resolution were a violation of the rights of the people, Shah said nobody can stop him from introducing a resolution on Kashmir in Parliament. The government on Monday revoked some provisions of the Article 370 to take away Jammu and Kashmir's special status, and proposed bifurcation of the state into two union territories, Jammu and Kashmir, and Ladakh, a bold and far- reaching decision that seeks to redraw the map and future of a region at the centre of a protracted militancy movement. Implications:
- Important to send a political message to both China & Pakistan.
- J&K is an integral part of India & now the issue is of illegal occupation of PoK
PoK: Gilgit - Baltistan & Mirpur - Muzzafarabad region.
- Aksai Chin: enough proof that it was a part of India - No formal demarcation.
- International: India already briefed Pompeo, P5 & other non permanent members - Proactive approach.

Abolition of 35A & 370:
- Now J&K is a part of India as much as other states.
- Panchyat elections: Development funds.
- Prosperity & development works.
- To enhance internal governance.
- Security: Linkage - Hurriyat - PDP - National Conference - Pakistan ISI - breaking linkage
- Stone pelting would go down.

India & China borders:
- Aksai Chin: agreement was signed to
maintain peace & tranquility - No formal demarcation.
- India & China identify that for full potential between the two countries peace & tranquility of border needs to be maintained.
- Astnana consensus: disagreement should not be allowed to grow to disputes.
- No fires have been shot along Aksai Chin border in past 40 yrs.
- Solution will be not conflictual agreement: in short, medium & long term.
- LAC: No military venture but keep open the legal position.

India & Pakistan border:
- Shimla accord: Both parties agreed to respect Line of control
- 1999: Pakistan crossed the line & have been rightly penalized.
- Vajpayee's decision: Strategic position : India have been successful in isolating & showing Pakistan as terror state in International platform.
- Gilgit - Baltistan: natural corollary with Kargil & Ladakh - Similarities in dress, cultural.
Demography: large portion of original inhabitants -

- Gilgit - Baltistan: British (1947) wanted that region should go to Pak & keep her an ally to keep an eye on China & Soviet union.
- IISS survey in Gilgit - Baltistan: referendum - voted to join India.

Jammu & Ladakh are celebrating. Even in Kashmir we have to project that is a win - win situation. It is a victory for people of Kashmir. Many regional parties came together & supported the bill (BSP, AAM, YSRCP) and passed in a house (RS) without majority for BJP speaks volumes.

Rightly said, Sir. "The people of Kashmir are being fed a false agenda." I hope the government is receptive to the changing dynamics of J&K and succeeds in creating the right narrative among the alienated youth there. Talking about the rightness in timing of this action by Modi govt, none of the panelists talked about Donald Trump comment about kashmir, that Modi approached him to mediate between india and Pakistan. India talked back not in words, but in action, that Kashmir is and will remain India's prerogative, not Pakistan, not China or even USA
