Explained What is Bias and why we use Bias in Neural Networks?
The bias value allows the activation function to be shifted to the left or right, to better fit the data. Hence changes to the weights alter the steepness of the sigmoid curve, whilst the bias offsets it, shifting the entire curve so it fits better. Note also how the bias only influences the output values, it doesn’t interact with the actual input data.

This is the definition I was looking for. Not many videos discuss the exact role of bias. My teacher taught me this and I can confirm this is exactly the in depth clarity required to move forward in the DL domain.

greeting, please since the output of the perceptron is the sum of weights by inputs + bias why we get a list a the 27 cell in your code, it was supposed to be [1*2+2*2+3*2+4*2]+ bias=1 = 21, only one value which will pass through activation function ?
