Actually this npc isn’t meant to be in the game he is just a placeholder for other npc, but one day Toby literally said something like: “hmmm, ya know, I should actually make this guy an actual npc in the game since I use him all the time.”

So I came into the underground, but I forgot to make a reservation. I didn’t want to look stupid so I just kept walking in. Now I’m just consuming dew of this Undertale.

It's honestly in character for them to just randomly be everywhere. He states that he forgot to make a reservation and just stays in the room, licking the ficus out of awkwardness.

He aparrently also forgot to make a reservation to every other room in the entire game, but he remembered to bring his invisibility cloak to those rooms.

The fact that a default NPC seen everywhere in the game's code has a goner varient makes me wonder what happened to that specific npc and/or what is that room with the goner hiding
