I put mine all the way down to 0.3 Mbps but on Amazon video and YouTube it's still streaming at highest quality? Is this setting for something else?

What he fails to mention is almost none of the channels use this, you can see for yourself by setting it to a low speed and going to VUDU and doing a speed test. I guess it is great if you want channel icons to appear slower.
