Yakutsk (Якутск) is the capital city of the Sakha Republic, Russia, located about 450 km (280 mi) south of the Arctic Circle. It is the coldest city on the Earth and it is also the largest city located in continuous permafrost; the only other large city is Norilsk, also in Siberia.

Here in the UK we've been in a "cold snap" with temperatures down to about -7C tonight where I live. Yakutsk is on a whole different level!

In Canada most cars come with block heaters ( a small heating element like a kettle) to keep the engine block warm if parked outdoors overnight. Some parking lots have plug-ins for the block heaters.

Minnesota lost our winters since 1988... Here 80 yrs...summers are 🥵 humid like Florida, 2 weeks of spring 🌼...then 🔥🔥... personally I miss MN winters 👋👋

Here where I live it's common to see a 0.33 meter long electric cord coming out from under the hood. Those are electric oil heaters that are plugged in during non operating hours to keep the oil in a viscosity range so the vehicle can be started.

Natives of that region Sakha are different ethnicities - mostly Turkic, some Tungusic and relatives of North American Indigenous tribes. But Slavic Russians (many with Ukrainian roots) make up almost half of population. Plus there are Tatars, Armenians, Jewish people, Kazakhs, Kyrgyz, Azerbaijani and other ethnicities living there for many generations. Lately there are even few people from very warm countries, such as Nigeria and Philippines.
