As an Aussie, here’s some answers: 1. We don’t have enough railroads for them 2. Nobody that understands logistics here can afford to care for the environment, because the first goal is to keep the country running, as it should be, and yes trains are more efficient hence why many people (including me) have constantly proposed rail schemes to the government, one of which has been approved and is apparently beginning construction to build an inland alternative to the east coast lines so trains can skip some cities etc. 3. They are only banned in urban areas (so a tiny percentage of the country) and some towns and operate in the outback (middle of nowhere) to transport things to ports, cities, or railroads.

There are "road trains" in a few other parts of the world, such as in some parts of Canada, some states in the USA, some parts of Mexico, and Finland made road trains legal 5 or 6 years ago, but I think Australia allows the longest road trains. Road trains are normally used in the lowest populated areas of Australia because of the amount of room they need to stop or turn on the roads.

Many railroads were ripped up in the '70s, so road transport fulfilled the requirement. The three trailer road train @50m was implemented many years ago, servicing remote regions..
Now we have A & B - Doubles working in each city. Better technology/design, plus fuel efficient motors and made the task easier.

I don't think people understand the size of Australia to get goods fast you have to drive across you could haul 1 trailer at a time but that uses more fuel it will take a while to lay rails to go across but will be better for the long run.
