Yup, many of these so-called offenses related to consuming alcohol without a license or living together without being married were ignored unless you got into trouble for something else, or unless someone with influence or a vendetta wanted to make an example of you and specifically reported you. This is bad from a rule-of-law standpoint, making them ripe for abuse by the powerful, or blackmail. Good that they are finally getting rid of these laws.
