You could register such companies in Singapore, Dubai, Mauritius etc., . These small island countries and banking based countries provide a lot of freedom.

This comes under merchant trade transaction regulation( MTT). If one don't comply with rules, banks won't execute transactions. Nothing to do with govt restrictions.

Best to use leased BG from third party And req for the use between receiving party and notifying party

Simply put, any regulations w.r.t. $$ is regulated by RBI directly, the bank would have asked for invoice/PO for clearance. That HSCODE could've been detected and would have been unable to process.
