The main reason was due to the strategy used by the vulcans along with their high altitude capabilities. They planned to use 4 vulcans in a close formation each activating their radar jamming systems to hide them, one would break off ad a decoy while the resto dropped the bomb and bugged out before they relised they had even entered airspace
