Interesting how the rings worn by the dwarves brought so much prosperity, but the wearing of these rings, in my opinion, was an antenna of attraction for Morgoth Ingredient. Which in this case inflamed the dwarves' greed so much. And the rings were responsible for the discovery of the Balrog in Moria and Smaug's attack on the lonely mountain.

The dwarves rings despite not turning their owners into wraths under the dominion of Sauron indirectly led to great hardship for the dwarves in the form of a balrog and a dragon

I'd contest the rings did succeed - they corrupted the dwarves, whom focused wholly inwards to the detriment of their relationships with both elves and men alike, often engaging in petty squabbles often over percieved valuables, consumed with a greed that led many houses to be ruined by the Dragons. Thus dwarven power and influence was no longer a threat to the dark lords plans. The rings found your weaknesses and mercilessly prayed on them. The dwarves story is one of Tolkien's most keen of warnings to us all. That of Greed and the understanding of what is really of value in life?

The rings for the dwarves were no different than those rings given to the men.... All of the rings were initially meant to go to Elves, but Sauron changed his plans since the elves were too hard to convince.
So it is not the rings that are different but rather the races that experience the effect differently depending on their race.

Interesting fact...Tolkien passed in 1973. 1 ring to rule them all, 9 for the humans, 7 for the dwarves, and 3 for the elves.

By attracting dragons down on the dwarves, the rings indirectly aided Sauron by reducing the strength of the dwarves. I suspect Sauron tried to tempt the dwarves of Erebor with the rings he had recaptured more out of trying to find the One than anything else. He could have also tried using some of the ones he recaptured on men.

The best things in all of legendarium are those mysterious things, and that makes Dwarven rings so great, also one of my favorite extended scenes in the Hobbit trilogy was everything about Thrain and his last Dwarven ring!!

You think that, maybe, he had hoped Dain and the other lords of Erebor might be made so greedy that they began to fight one another, ignoring the troubles of the lands about as Sauron swept in?

I always viewed Sauron offering the rings back to the dwarves as a very tactical move.
Gandalf in the movies says something to the effect of "he won't risk the forces of men uniting under one banner". So by giving the rings he may not be claiming them as he did the Nazgul but simply removing an entire faction from the map.

I had thought that the Elves still had the three rings made for them because Sauron had no part in their making as he had with the 7 and the 9.

Sauron giving out the remaining rings does make sense because it would have lead to the downfall of the dwarves and that would mean one less race to worry about when he was ready to leave Mordor.

Gandalf in The Hobbit: An Unexpected Journey Extended Edition: "Does it not worry you that the last of the Dwarf Rings should simply vanish, along with its bearer? Of the Seven Dwarven Rings, four were consumed by Dragons, two were taken by Sauron before he fell in Mordor, the fate of the last Dwarf Ring, remains unknown? The Ring that was worn by Thrain."

I think the Dwarves fell into petty wars and rivalry due to the greed that befell them as a result of the rings. In this way, they did succumb to the power of the rings though perhaps not in the manner Sauron may have envisioned.

What if Sauron thought the dwarves might still be a threat (since he did send an army to attack Erebor) so he had a 3 step plan.
1. Give King Dain at least one of the rings
2. The dwarves gather another horde
3. A random dragon takes care of the dwarves for him

Perhaps that is the goal in itself. Make sure the Dwarves cant fight him by enslaving them to greed. He didn't need to enslave them to his will. He just needed to take them out of the fight. Weather by making them unwilling to help others or causing dragons to attack and destroy them they were effectively neutralized as a force.
