Jeez this is edited together to completely change what Elon said. He was talking about the space X package - cold gas thruster boost button to go really really fast, faster than any tires could go because of a breakdown of traction, which would mean the force isn't applied to the road to accelerate. The other completely different topic was about a hypothetical flying car, which would be like a big noisy drone.
