conclusion :- 20k hp means you need to invest more on your neuvi to make him go at least 32k+ hp.. but if you want to get even more hp (full hp build) then you have to sacrifice other stats like crit dmg or crit rate which may will lead to less crit hits (low dmg) but if you have good rolled hp% artifacts using it will not disappoint you! especially if you are using widsith or his BIS!!
note:- the food buff is only used is to balance stats no dmg boost is tried to achieve such way!!

TLDR, You need 40k HP on neuvillette and then you can use Hydro Goblet for more DMG otherwise to get 40k you may use HP% goblet to get above 40k HP

Best route to go with him is just building him as normal. HP sands, Hydro goblet and crit dmg circlet. High and consistent damage that way. Signature artifact gives a bonus 36 crit rate that's very easy to maintain. If your HP is in the 30k range you're good to go as that is quite enough already. If you have his signature I suppose you could also do with a lower HP value since that weapon gives so much extra damage already.

when furina comes out to support neuv... he will do more damage with hp% goblet than hydro just so everyone knows not to throw away your hp% goblets

Idk if i should change my neuvi build, im currently using the widsith on him right now, he has about 68/210 crit ratio but he only has 23k hp
Since i use him with furina on the same team he gets an extra 25% hp bonus so ive been running him with 27k hp whenever i keep furina around

Im not sure if i should but i want to try getting him prototype amber (i dont have it yet) and change his crit rate circlet to a crit dmg but im not sure if that would make a difference,
Ill def lose a lot of crit rate but i heard he doesnt need much when running with the 4pcs maracheusse hunter

Hey u using widsith? Idk how u got 120% hydro dmg bonus i think widsith passive gives that much i guess pls i need to choose whether to use prototype or widsith
