one thing to add, rina scales with PEN ratio not flat PEN, so the flat PEN stat adds nothing to her pen ratio buff to the team, so just stack anomaly or crit

I feel like 2 piece puffer 2 pc freedom blues and 2 pc swing jazz is viable if someone is already running 4 pc swing jazz cause they don’t stack
