The Kremlin says Ukraine has launched the biggest wave of drone attacks on Russian territory since the start of the war. Strikes on military assets inside Russia support Ukraine's ground counteroffensive by cutting off supply lines for Russian troops. The targeting of Moscow’s glittering high-rises bears a more symbolic importance.

I thought that the restriction placed on the long-range weapons was that they not be used to attack Russia, as in non-military targets. Military bases within Russia are a part of the war, and should be allowed as targets, as long as Russia keeps attacking Ukraine. Ukraine's shelling of military targets is not an attack, it is an act of self-defense.
