Forgive me but what does the first instruction mean. Chain multiple OG 6+1?

Am I the only one who has two chains left at the end of Row 1 instead of three? I can only skip one chain and then make a sc in the second chain after the shell as the last stitch of the row. What am I doing wrong? The way I'm crocheting it I would need to chain a multiple of 7 + 1 to end it the same way 😅
