Chinese Potato Pancakes

How to make Chinese potato pancakes:
ingredients：
medium size gold potatoes 2
green onion 1
fresh chili 1
salt 4g / 1/2 teaspoon
potato starch （or corn starch）10g / 1 tablespoon
garlic 1 clove
soy sauce 15g / 1tablespoon
vinegar 15g / 1 tablespoon
sesame seed oil 3g / 1/2 teaspoon
sesame seeds to sprinkle on top
