I am a violin tutor. I had a student once who had been learning for two weeks complain that he couldn't play as good as I could. I had to explain to him that I have been playing for 25 years, and that for a person learning only 2 weeks, he was doing really well 😂

You do NOT need to rub the rosin against sand paper, just rub the bow on it, the friction is enough. If its a new bow... rub more. Some violinists will have little shaker with powdered rosin in it to use on brand new bows... though this is really not needed. Usually if you're buying a new bow you're at a luthier (violin maker) who will help you.
