It used to be official Russian policy under Putin to declare that its neighbors' borders were recognized and their territorial integrity was secure. Putin will say one thing until it's in his perceived best interest to do something completely opposite.

India isn't "neutral".. they've supported Russia by being it's largest weapons buyer even after 2014, not to mention buying 20x the normal amount of Russian gas AFTER Russia invaded Ukraine. India even had 18, 000 students in Ukraine the first week that were bombed.. and India's govt still hasn't criticized Putin.
