How to fix 'Windows cannot access the specified device, path, or file' error on Windows 10

In this short video I will show you how to fix the error "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item." in Windows 10 or Server 2016/2019.

If you downloaded a program called, "Advanced System Repair Pro, " this is what is causing the issue you're having. I was getting this same error message today. Only when I thought of, "what has changed since the last time everything worked correctly?" I thought of installing this program the night before. Right after I un-installed it thru the control panel did everything start working correctly. I mean, right after this program was gone did all of my programs that wouldn't open start to work correctly again. Hope this helps.

Hello! So the issue I was encountering is that I cannot open filea from the Xbox store because of this error. So I open up the policy editor, edit those things but when I try it again, it still doesen't work and I get the same error.
