Anywhere in North America, that would get you thrown in jail, if not shot by your neighbors. You can not interfere with water flowing across your property. That same even happen in the city. Just leveling your garden by raising it a few inches can cause water to puddle on your surroundings neighbors gardens. That would land in court for sure. Always check with the local authorities about your water rights.
