i have a question. When you generate the public/private keys using putty keygen, are they keys of the window you're on or are they keys of linux system that you want to ssh to?

I'm using CentOS Linux release 7.5.1804 (Core). I have tried your method as well as using the cmd "ssh-keygen -t rsa" to generate key pairs. But the error "Server refused our key" occurs when I try to login. Checked on a few things - chmod of the directory .ssh and authoriszed_keys but no solution. I actually created the authorized_keys file under .ssh directory. Any idea why I'm having this error?
