another thin you could use to scale the base saiyans over Frieza would be Dabura's comment when he feels the power of the Dragon Team he tells Babidi there are 3 strong individuals and the rest are weak, meaning that at least 2 of the Saiyans in base there were stronger than Piccolo who's either equal or stronger than 17, who's stronger than Freeza

Kai wasn't afraid of PuiPui as such, just concerned about a single Saiyan or Earthling losing to him which absolutely would have happened pre Namek which was only around 10 years prior.

Similar deal with Yakon, it's unclear how strong he was but the Z Fighters cavalier attitude was the concerning thing. Kai was scared because he knew the power of Buu and playing games with Babidi's fighters makes his revival more likely.

Are we sure Beerus wasn't talking about base Goku in the past? I think he understood that the fight occured years ago. I don't think Whis wouldn't cue him into that information.

I mean, back in the days, Frieza was a joke compared to what we got after all that. Of course he caught up, but legitimately speaking, Goten and or Trunks (Buu Saga) would‘ve killed him wit ease
