Even under the old law, If a taxpayer has evidential proof that TDS is already deducted on a particular Income, then even if such TDS credit is not reflected in 26AS, the taxpayer could manually claim the TDS credit, while filing ITR. Then what is the change you are explaining?

Some thing is wrong. Tax paid on amount payable to car vendor will be claimed by the car vendor and not by the purchaser.

Wait a min, who deducted TVS @1% for more than 10 L car? Employer or Car Dealer? If the employer then why does he need to know about such a purchase through another form?

Ma'am, tds/tcs from certain payments/receipts by the Govt is intended to get information about high value transaction by the Tax Payer. Govt may simply reduce rate of tds to 0.1 or 0.01 percent only. So, prepare presentation for your FM and not for us.

One point is not clear. When to submit this form to the employer. If you give it at the end of the year then the purpose is not served. Second is it mandatory. Can I submit a form every quarter before my employer files TDS return 24Q .
