Qiqi's not that bad- people would appreciate her more if other healers didn't exist. Yes, Kokomi or Zhongli shield is probably better, but their in S tier. She has a solid healing output, and can with her burst or normal attacks, she can enable a character to do a lot of damage while getting tons of healing with the damage. Move her up a little. As someone who got Qiqi as their first five star right before my first time fighting Signora, she is useful. And if you don't think she belongs in the same tier as Klee, move Klee up a little. She can do a lot of pyro damage despite how clunky it may feel to use her.
