Z-10ME | China is Ready to Deliver Z-10ME as U.S and Turkey Both Violate Export Contracts

In July 2018, Pakistan signed a 1.5 billion dollar deal with Turkey for buying 30 Turkish-made T-129 Atak helicopters. The delivery date, however, has been pushed back due to the Pentagon’s refusal to issue export licenses for engines and other parts made in the US.

In January 2020, Pakistan gave the first, one-year extension to the manufacturers, the Turkish Aerospace Industries (TAI), for delivering the helicopters, but with the sale in jeopardy, the Turkish government tasked Tusas Engine Industries, TAI’s sister company, with developing an indigenous engine for the T-129.

Pakistani Army Aviation commander Maj. Gen. Syed Najeeb Ahmed previously stated that “We are looking at other options. One of them is in China in the shape of the new attack helicopter, they have created called the Z-10 ME. In case the first two options do not materialize, this third option will be considered,”

The government had expected to fetch total foreign inflows to the tune of $12.233 billion, mainly in the form of loans during the whole fiscal year.
The total provisional disbursements of external loans went up to $12.13 billion during the July-May period of the current fiscal year against $10.6 billion obtained in the whole last fiscal year 2019-20, senior official sources told. But external inflows jumped up by around $2 billion in May 2021 out of which around $1 billion was obtained as a guaranteed loan from a "bilateral partner", the source said.

Sometimes you need to admit that only China can support Pakistan without tons of limitations, other countries like Turkey, too small to develop independently advanced militay systems, Russia, prefer Indian's larger orders, the US, Pakistan is useless since they already left Afganastan.
If you think Chinese products are low quality, it's because you have no money to buy their high quality products. As the world 1st manufacturing country, China can offer products from low quality to high quality with low and high price, you can always get suitable products with your budget.

As TrMHmT wrote: Turkey did try its local made engines - perhaps its need more modifications and trials but it is true - Turkey try very hard to deliver but USA did not approve so far - now USA has agreed to supply Turkey with F16- Block 70 (40 planes) and 80 kits to upgrade to Block 70- MAYBE able to get approval for the engines too. Perhaps within 2-4 years Turkish Engines will be out - The relationship between Turkey and Pakistan now is deep strategic nature in defense productions.

Turkiye didn't fail producing her indigenous engine. It has been passed the test phase and started second phase.
It will be tested on Gökbey helicopter soon.

Pakistan considered both T129 and Z-10, but Z-10's engine, ws-9, is not powerful enough. So, Pakistan chosed T129. But later, Turkey can't get the engine license from US and China updated Z-10 with powerful enough engine, WS-16. So, Pakistan will likely import 30-50 of Z-10MP.

Turkey doesn't refuse to deliver T129 heli to Pakistan the reason is engine which is reported from usa.. So the new engine will replace up to 2023 to 24 ..Turkey is negotiating with Ukraine for engines.

Why hesitate with Chinese Z-10ME, if its easy to be acquired with some upgrade package, then Pakistan should stop its reliance on western made weapons and go all the way chinese made. The Philippines also suffered the same conditions when buying western weapons to upgrade their defense capabilities. As for now the lousiest ally they have, the americans refuse to sell them MRCA Jets and other weapons. At present it is China, Russia, Israel who provided them small arms package like rifles, drones, and missiles defense systems still on order, as well as Jabra light tanks, and IFVs from Brazil, also on order. The Americans threatened them of multiple sanctions if they buy Russian made except rifles. But even though they choose American MRCA jets, and a few units of Turkish Attack Helicopters, the Americans still blocking any sale to push through. Either increasing the price or not providing engines as in the case of Turkish Attack Helicopters. Infact when the Philippines once choose to acquire the Roivalk Attack Helicopters from South Africa's Denel Aviation, Airbus the Roivalks engine supplier suddenly stop supplying them the engines that rolled Denel Aviation to bancruptcy. The weapons the Philippines is planning to buy stateside that were denied were F-16V, Submarines, Attack Helicopters, AR-15 rifles, IFV, MRAPs, even a single magazine of AR-15 ammunitions.
