It’s happening all over the world - droughts, floods, then more drought. Scientists call it weather whiplash. We’ve seen it a lot in the midwest, where a hot July produced extremely dry conditions in places like Kentucky and later brought deadly floods to the state. In other places, like China and Europe, last year’s devastating floods are followed up by drought this year. Inside Edition Digital’s Mara Montalbano has more.
