Which way is it when the governor is off? Looking down from the air box side? Towards you or away from you

I'm a purest nothing has been changed or rigged everything has either been replaced with factory replacements or cleaned and reused. I even found a brand new air box complete with new hoses and everything and installed new clamps I have been threw everything except the clutches maybe there sticky or gummed up.

Also Changed crank seals just to change them. Exhaust butterfly valve working perfect and adjusted properly. New belt and new carb. Full tune up runs great just slow. Its 13 degrees here today and it will fire up with no choke and runs amazing. So I'm assuming it has to be dirty clutches from sitting... would you agree? How fast does yours go?
