Im a structural engineer licensed in CA. From our perspective you definitely dont want a full sized brick in california (or any place with high seismic loads). 1. Full sized brick adds to the weight of the structure and seismic forces are directly proportional to the building weight. 2. Bricks (or the morter) as enes said cracks easy and does not accommodate a lot of lateral sway. The building will want to sway in an earthquake more than what the bricks can accommodate. This is why you'll find full sized bricks in places like Texas, but not in California.
