The problem is on the battery. U need to change if its outdated. After u have new battery, the cpu will absorb more energy and support ur pc performance even better.

I think this is often happened because of overheating of the processor so that the CPU drop its frequency to the base speed.

Its work, but my battery is broken, just unplug the charger, immediately drop the battery

ThrottleStop.exe but it works only if your cooling system is fine. (When I used it for the first time without replacing my thermal paste, my laptop would just shut down) I guess the OS (maybe the BIOS itself) limits the CPU's performance to protect our computers from burning.

I have the very same problem on my T400s. However, when I plug it back, the CPU frequency drops back down to low speed. What may be faulty? I'm skillful at soldering and have no problem taking apart/checking some components. I tried different HDD (with fresh OS), different charger and battery, no battery at all - no result, still same issue. I've tried changing/resetting BIOS settings but that also didn't give any result. Thanks
