Omashu is the second largest city in the Earth Kingdom and the capital of one of its states. Surpassed in size and importance only by Ba Sing Se, Omashu was one of the last great strongholds of the Earth Kingdom during the Hundred Year War, and it continued to supply the Earth Kingdom Army with troops and supplies until it was taken by Fire Nation forces in the closing months of the great war. The gates of this bustling metropolis are guarded by an army of earthbenders. This city is also well known for its famous delivery system powered by a combination of both earthbending and gravity.

Netflix should try to make an avatar prequel show set between right after aang got frozen and before he got unfrozen and center it around various story arcs, one example could be the rise of bumi to being king and how omashu and ba sing se held off off the fire nation for so long and how long fang manipulated ba sing se, along with water tribe story arcs and air nomads going into hiding after the genocide

Theory from the omashu story I can say that shu the girl when her bf died her avatar state triggered making her the strongest earth bender so yeah omashu was founded by an avatar during a time where avatar wasn't a big deal or well known
