According to that bottleneck calculator my 7800x3d has a bottleneck with my 4080 super yet a 13700k doesn’t, so clearly something is wrong with the calculator

I don't trust that website because it brings out 0% for CPU intensive tasks and 31% for Minecraft, which relies mostly on CPU, hell with a good enough CPU with integrated graphics you could play it without a GPU decently well
