Sometimes a bottlenecked upgrade is your best price to performance option. A 10-20% bottleneck is no big deal especially if your new graphics card only costs a few hundred bucks and doubles your frame rate.

I purchased the GPU for my PC during the height of the GPU scarcity. My current PC is a Ryzen 5 5600G (I really like the Integrated Graphics backup) and the GTX 980 TI Windfoce. The pairing has worked really well for me so far!

Bottleneck is just an never ending topics, the main problem lies within that each program (including game) tuned differently, there's some that more cpu intensive, or need some "vendor specific" features to run more efficiently (like cuda), etc. the secret of avoiding bottleneck is being satisfied and happy with what you already got.

We are not infinitely rich, and cannot take pc parts out of thin air, tbh it doesn’t matter to me if my gpu bottlenecks my cpu, as long as I don’t bottleneck my gpu, because gpu’s are so much more expensive

For old computers, the number of potential bottleneck situations can be so many that any improvement or replacement of any one part will not affect performance towards the upside. For small business and low budget builds, a main problem is the power supply which usually cannot provide adequate additional power, and the lack of power cables to connect to GPU hardware that demand the extra cables.

There is another thing to watch too, it is the amount of fps. Some cpus are bottlenecking 4000 series gpu by 10~25%, yet it will gives over 100 fps. Although, that can be negated a bit by using the hardware gpu scheduling.

I have a 9900k and a evga ftw3 3090. 32gb ram.
Luckily the cpu/gpu are a readlly good pair and essentially bottleneck eachother.
My real bottleneck lately is with storage. 2.5 tb is no longer enough.
