I had two drivers for my mouse somehow. So I uninstalled the 2nd one and then the issue stopped. Thank god. This was driving me nuts.

How do I select options in the devices menu if the mouse is continuously scrolling the screen down the page? I Can't select the mouse at the top of the list to remove & reinstall if the page keeps rolling down to the bottom of the list.

Solution.📣📣 if "scroll inactive windows when I hover over them" option is already disabled then turn it on and then off. this helped me.

In my case the bluetooth usb for the keyboard was causing the problem

Disabled the scroll over windows option in mouse menu and now my wheel doesn't scroll at all.

My mouse would scroll anything full left or full right on its own
It would also zoom anything down to 10% on its own

This has gotta be one of the most basic options you'd try before uninstalling windows. bad video. do better. this is for the speds who don't know how their mice work.
