The world represents jokers ability to stand up against anything with an unshakable Will.
This was changed in royal to only be given after the fight with Maruki because joker has yet to overcome Maruki’s Will .

It's also important to remember that in card games where the Major Arcana is used, the Fool is sometimes used as as a Wild Card, meaning it can be the single most valuable card in the deck with a value that trumps even The World's despite usually being considered to have a value of zero. And this fits because the typical depiction of Tarot is of the Fool's journey as he travels and ultimately becomes the master of his own destiny, with The World being the last step where the Fool finds his place in the grand scheme of things, either becoming a part of The World or overcoming it and not allowing The World to define them.

I found it weird that Joker got the world arcana after his journey ends while makoto and yu got their universal/world arcana during their final battle

It reflects pretty well Joker's journey, he didnt change, he sticked to his justice despite all the hardships it brought to him.

In the end he was not an individual with the power of the World or the Universe, but a Fool that dared challenge the World, and turned it into his ultimate ally.

After all, What power does a God have in a world of non-believers.

I more or less agree with this statement. And Joker eventually was granted the World after overcoming Life's hardships and choosing the newly forged stable path rather than the unsuffering dreamland.

Though I'm curious what would have happened if Maruki got his way ultimately? We only ever saw a world partially in transition. And even with SOME people being resurrected, there was clearly limits otherwise, why didn't Maruki rez the Sumi sister?

I'd like to mention that Izanagi No Okami is the only World arcana persona. Messias is of the judgement arcana, while Satanael (or Raoul) are still the fool arcana.

He doesn’t get an ultimate Persona from a different Arcana, but still acquires The World at the end of his journey to represent the completion of his “rehabilitation” as well as represent that he will no longer be without bonds again

The other Protagonists becoming The World (or Universe in 3's case) to save the World from Chaos and restore order, while Joker Remains the Fool and uses Chaos to protect the world from Corrupted Order.

Also compared to at least Makoto (can't speak for Yu yet since I haven't gotten far in P4) Joker doesn't really need to go through an arc, he's a static paragon character, so his Persona stays the same. Because he kept true to his beliefs from the start but just gaining the power to enfore them, and his Persona represents that.

I always interpreted Satanael (from a story perspective) as not actually being Joker's evolved persona.

Satanael is basically a one time miracle manifested through Joker, by humanity.
This is because humanity (or at least Japan) stood together as one against Yaldabaoth, this desire/wish is then manifested through Joker, because all the people were wishing for the Phantom Thieves to win.

After the fight people's belief in the phantom thieves begin to weaken as seen by the popularity vote, so he is no longer able to manifest Satanael, and that is the reason why Joker doesn't use it against Maruki and Demiurge.

The reason Satanael is the fool is because the fool is numbered 0, the number of unlimited potential, so Satanael an avatar of human desires, could be interpreted as the vessel for humanity's potential.

Or maybe Atlus just gave up, who knows.
